New York Budget Stuck in Neutral: Tax Hike on Hold Despite $8 Billion Surplus

New York State lawmakers have yet to agree on a budget, putting them nearly three weeks behind schedule. The negotiations have stalled, and the debate over increasing taxes on New York’s affluent residents has not yet begun. Democrats, who hold a majority in the Senate, have proposed raising taxes on individuals with annual incomes exceeding $5 million. Governor Kathy Hochul, who has opposed tax increases in the past, has omitted tax increases from her budget proposal.

Tax Increase Suspended Due to Uncertainty Regarding Broader Agreement

A broader budget agreement has yet to be reached, and the debate over increasing taxes on affluent New Yorkers remains stalled. Supporters of the proposed tax increase argue that the additional revenue would help finance programs such as child care for working-class families. The Republican legislators and other opponents argue that tax increases are detrimental to the economy. Taxes on individuals earning more than $1 million per year were increased in 2019, and additional tax increases could have a negative impact on the state’s economy.

Surplus in excess of $8 Billion Insufficient to End the Debate

The New York state budget currently has a surplus of more than $8 billion. However, this has not been sufficient to end the tax increase debate. Supporters of the tax increase have argued that the state’s current revenue shortfall, resulting from a decline of over $12 billion in personal income tax revenue, justifies the tax increase. In spite of this, opponents of tax increases, such as Republican Assemblyman Robert Smullen, contend that New York should use the surplus to offset unemployment insurance taxes for employers or to establish an emergency fund.

Continue to advocate for tax increases

Progressive advocates, such as Jasmine Gripper of the Alliance for Quality Education, continue to argue that a tax increase is required to fund safety net programs. Jabari Brisport, a New York state senator, has also advocated for an increase in taxes on the wealthy, citing the need to finance working-class New Yorkers’ priorities. It remains unclear when a final agreement will be reached and whether tax increases will be included in the final budget proposal, despite these demands.
