Kosovo’s journey towards joining the Council of Europe has stirred controversy, with Serbian officials expressing strong opposition to the recommendation made by the parliamentary assembly of the Council of Europe. The recommendation, which received significant support, will undergo a final decision by the Committee of Ministers next May, comprising the foreign ministers of the Council’s member states.

Debate over Recognition and Rights

Despite assurances from the rapporteur, Dora Bakoyannis, that the report remains neutral on statehood, Serbian MPs have criticized the move, accusing Bakoyannis of disregarding international law principles. Serbia, which refuses to recognize Kosovo’s independence, fears that membership in the Council of Europe could lead to broader international recognition of Kosovo’s sovereignty.

Concerns and Criticism

The prospect of Kosovo’s accession to the Council of Europe has reignited tensions between Belgrade and Pristina, with Serbia raising concerns about the protection of Serbian minorities and the establishment of autonomous municipalities in Kosovo. The failure to establish Serbian-majority municipalities, as outlined in the Brussels Agreement, remains a contentious issue between the two nations.

The ongoing dispute over Kosovo’s status and Serbia’s reluctance to impose sanctions on Russia amid the conflict in Ukraine have complicated both countries’ paths to European Union membership. The recent decision by the EU’s Coreper to amend the negotiation chapter for Serbia’s accession reflects the growing frustration within the EU over the lack of progress in resolving regional disputes.

Call for Resolution

European leaders, including EU foreign policy chief Josep Borrell, have urged Kosovo and Serbia to reach a mutual understanding to facilitate their European integration. Failure to address longstanding issues and reconcile differences could jeopardize the European future of both nations, leaving them behind as other regional partners move forward in their EU aspirations.
