Germany is introducing the Opportunity Card, a new work permit designed to attract skilled foreign workers. Starting June 1, 2024, non-EU citizens can move to Germany for a year to search for employment. This initiative addresses the country’s urgent need for skilled labor in various sectors, including engineering, IT, and healthcare.

Addressing the Skilled Labor Shortage

The Opportunity Card emerged from discussions in 2022 as a solution to Germany’s labor shortage. The country requires approximately 400,000 new skilled workers annually. By allowing foreign professionals to enter Germany for job hunting, the government aims to fill these gaps and support industries facing workforce shortages.

How the Opportunity Card Works

The Opportunity Card acts as a temporary visa, granting non-EU citizens the right to live in Germany for up to one year. During this period, cardholders can work part-time for up to 20 hours per week or participate in trial work experiences for two weeks. This flexibility helps skilled workers secure suitable employment and facilitates companies in recruiting foreign talent.

Eligibility Criteria for Applicants

To qualify for the Opportunity Card, applicants must have at least two years of vocational training or a relevant university degree. Proficiency in German or English is also required. Candidates need to demonstrate financial stability, proving they have funds or a part-time job to cover living expenses in Germany for a year, totaling over €12,000.

Points-Based Selection System

Applicants are evaluated using a points system, requiring a minimum of six points to qualify. Points are awarded based on professional qualifications, work experience, language skills, age, and previous stays in Germany. For example, holding a recognized professional qualification or having five years of recent experience earns higher points. The system ensures that the most qualified candidates are selected to meet Germany’s labor market needs.
