A New Era for Countering Online Hate Speech
The European Commission has marked a significant milestone in its efforts to combat online hate speech by formalizing a code of conduct among big tech companies. The Digital Services Act (DSA), the EU’s platform rules, will now incorporate the industry’s commitments to tackle hate speech, ensuring a stronger and more effective approach to addressing this issue.
A Collective Effort to Tackle Hate Speech
In a joint effort with national coordinators, the Commission has recognized the Code of Conduct on countering illegal hate speech online, signed by 11 major tech companies. These companies have pledged to establish a network of independent monitoring entities to review hate speech notices, raise awareness about illegal content, and promote education among users. This collective approach aims to strengthen the capacity of online platforms to deal with hate speech, as defined by EU and national laws.
A Stronger Framework for Compliance
The integrated Code of Conduct will facilitate compliance with and effective enforcement of the DSA when it comes to the risks of disseminating illegal content on their services. Annual audits will be conducted to ensure that platforms are adhering to the code of conduct. This move is a significant step towards creating a safer and more responsible online environment.
A Growing Momentum Against Disinformation
This development is part of a broader effort to tackle disinformation online. The Code of Practice on Disinformation is also undergoing a similar process, with platforms requesting the Commission to evaluate its formal recognition under the DSA. The Commission has launched several probes into DSA compliance, including those involving X, TikTok, and Meta’s Facebook and Instagram. In response, Meta has announced plans to drop its fact-checkers in the US and replace them with a community notes system, emphasizing its commitment to free expression.
A New Chapter in Online Responsibility
The EU Commission’s move marks a new chapter in online responsibility, underscoring its commitment to creating a safer and more inclusive digital space. As the tech industry continues to evolve, this development serves as a reminder that companies must prioritize accountability and take concrete steps to address the challenges of online hate speech and disinformation.
