Victor Miller, a librarian with a deep interest in artificial intelligence (AI), made waves in Cheyenne, Wyoming, by running for mayor with an AI bot as his proposed co-governor. Despite his innovative pitch, Miller’s campaign fell short, as the electorate was not ready to embrace AI-driven governance. However, his efforts have sparked a broader conversation about the role of AI in politics.

Miller’s platform centered around using an AI bot, VIC (Virtual Integrated Citizen), to help run the city. He argued that AI could process vast amounts of municipal information quickly and without error, potentially improving decision-making in local government. Despite his vision for an AI-enhanced democracy, Miller received only 327 votes out of over 11,000 cast, indicating skepticism among voters.

Controversy and Concerns

Miller’s AI-driven campaign did not go unnoticed by officials and tech companies. OpenAI, the creator of ChatGPT, shut down Miller’s original bot, citing policy violations related to using AI for political campaigns. Additionally, the Wyoming Secretary of State voiced concerns about having an AI bot on the ballot, though local officials allowed Miller himself to run, not just his AI.

He envisions a future where AI, through “Rationally Bound Delegates,” plays a central role in governance, making decisions based on data and logic rather than political motives. Miller believes his campaign has planted the seeds for a revolution in how we approach governance, with AI at its core.
